Age and residence: who may hold an account in Britain and Ireland
Britain settled this in 2005 and Ireland is settling it now, in phases. What each side of the Irish Sea currently permits, and from when.
Two neighbouring markets, two completely different positions. Britain has had a single statutory framework since 2005; Ireland is building one now and switching it on in stages. We set out where each stands, because the Irish timetable is the thing most often reported wrongly, usually by treating a future phase as a present one.
Britain: one regulator, one threshold
The Gambling Act 2005 made the Gambling Commission the licensing authority, and an operator may accept customers in Britain only if the Commission has licensed it for that market. The age condition is 18, and the licence conditions require the operator — not the customer — to establish it. In practice that means verification before play rather than a tick box, and it is the same process that later determines how quickly a withdrawal clears, which is the subject of our piece on why a withdrawal sits on pending.
Residence enters through the licence rather than through a rule about players: because the permission is to serve the British market, where you are is what determines which operators may lawfully take your custom. The register check is therefore a check about your own position as much as about theirs, and it is in our piece on checking a licence number against the register.
Ireland: a new regulator, switched on in phases
The Gambling Regulation Act 2024 created the Gúdarás Rálaithe Cearrbhachais na hÉireann (GRAI) as Ireland’s gambling regulator, and licences are being issued by category rather than all at once. The dates are the part that matters:

Two consequences follow directly. First, no offshore operator currently holds an Irish licence, because the licences for those categories have not been issued yet — so any page describing a casino as “Irish-licensed” today is describing something that does not exist. Second, Irish players remain in a position where the operators available to them are licensed elsewhere, which makes the question of which register to check a live one rather than an academic one.
One thing Ireland does not have is a tax on player winnings. And the national helpline is 1800 936 725 — the Irish equivalent of the signposting that British licensees are required to display, which we list in what a British licence obliges an operator to do.
Eighteen is not the only answer
It is worth knowing that the threshold is a policy choice rather than a constant, because the assumption that it is 18 everywhere travels badly. Estonia sets 21 for casino play while keeping 18 for betting, licensed through its Tax and Customs Board, with an exclusion register running from six to 36 months and a helpline on 15410. Same continent, different line, and a player who moves across it does not take his eligibility with him.
What this means for reading any page about either market
Three questions answer most of it. Which regulator is being named, and does it license the category in question yet? Is the age given as a number, and does it match the jurisdiction rather than the author’s assumption? And is the operator’s permission for the market the reader is actually in? A page that gets the Irish timetable wrong is usually a page recycling British assumptions, and the same reflex produces the stale licence claims that the register check documents.
